Guidelines for Assessing for and Using the Ministry of Education Funding

What is the purpose of the ESOL funding Assessment?

  • To establish on a broad continuum the extent of the gap between the English language learner and the peers in his/her age level cohort. If the gap is significant and the learner is judged to be well below cohort (at or below the benchmark), then the student will be funded

  • To indicate general and particular areas of English language learning needs and build an initial profile of the learner, prior to comprehensive diagnostic assessment for programme planning, although there will be parts of the funding assessment which can be used as part of programme assessment.
