Guidelines for Assessing for and Using the Ministry of Education Funding

ESOL Research Findings

Current Concerns
  • The results of the PISA survey and other research show a long tail of low achievement, especially for many NESB students (and Pasifika students in particular). However we should note that English language acquisition is a long term process and gaps in achievement are not necessarily evidence of "failure" but may simply reflect the length of time learning English and an expected developmental pathway.

  • Messages from ESOL research:
    • many ESOL programmes are being taught by people with no ESOL training;
    • quality of programmes is very variable;
    • teachers need more assistance with teaching and learning resources and guidance in using them;
    • more evidence needed on rates of progress;
    • most ESOL programmes need closer links with the mainstream curriculum;
    • ESOL programmes need to include both oral and written components at all levels, including junior, middle and senior years of schooling.
