Leadership

The Ministry of Education has a number of initiatives available to support school leaders' professional development. The intended outcome for all of the initiatives is increased leadership capability within schools, with a particular focus on principals, assistant and deputy principals, heads of departments, and those aspiring to or showing potential for leadership positions.

LeadSpace

Over 2006 and 2007 LeadSpace is set to become the communications and information hub for New Zealand school principals.

As it develops it will provide support for principals in their daily operations and guide some of their professional learning. It will continue to provide a secure online facility by which principals can connect to each other through the assistance of the LeadSpace facilitators. Contact leadership@tki.org.nz

First-time Principals Programme

This 18-month induction programme consists of a number of key components, including residential courses, online support, and mentoring. It is provided by the University of Auckland Principals Centre. For more information, see the University of Auckland's First-time Principals Programme.

Principal Development Planning Centres (PDPCs)

This initiative provides experienced principals with an opportunity to formulate a professional development plan based upon feedback from principal facilitators. For more information, see LeadSpace.

Principal Professional Learning Communities (PPLC)

This initiative caters for 200 principals who form small networks of 4–5 principals per group. It provides ongoing professional development in a high trust, highly supportive, academically influenced, and structured environment. School principals are engaged in professional readings, reflection, and discussion regarding their complex role. Leading and Managing Advisory Support

On-going support to school leaders is provided through the School Support Services. Seventy to eighty leadership and management advisers across New Zealand provide in-depth support and advice to school leaders in leadership practices which improve student learning outcomes.

Provisionally Registered Teachers (PRT) and Overseas-trained Teachers (OTT)

There will be a focus in 2006 on developing the professional practice of Provisionally Registered Teachers (PRT) and Overseas-trained Teachers (OTT) in order to meet the Satisfactory Teacher Dimensions, and to develop their understanding of how a school operates as a professional community.

Professional development support will be provided for school leaders and supervising/tutor teachers, to ensure PRTs and OTTs develop into effective teachers who help all students to become successful learners. Professional development support aims to strengthen school support and guidance programmes that ensure PRTs and OTTs meet the requirements for full registration.

School Support Services advisers and facilitators

These advisers and facilitators offer increased involvement as a core infrastructure to support provisionally registered and overseas trained teachers. Support will include a variety of ways of focusing the work including seminars, courses, workshops, curriculum focus groups, network meetings, and in-school visits. Beginning teachers resource Towards Full Registration: A support kit for schools

This resource, first published in 2004 by the Ministry of Education and the New Zealand Teachers Council, provides advice, guidance, and case study examples to support boards of trustees, principals, tutor teachers, and beginning teachers in terms of developing and sustaining sound induction programmes. The resource will be updated at the start of 2006. Further information on teacher registration can be obtained from the New Zealand Teachers Council.

Board of trustee training

The Ministry of Education funds four providers to supply training and support services for boards of trustees. Training and support is generally targeted at schools at risk and is based around four outputs:

  1. Training and support for individual whole boards.
  2. Mentoring of individual board members.
  3. Clustered training/support to groups of trustees performing similar roles, responsibilities or dealing with similar issues.
    1. New trustee training (including those new to specific roles).
    2. Seminar based post-triennial trustee election training for new trustees.

Boards can contact their local or regional office of the Ministry to enquire about training, or they can self-refer direct to the provider. Eligibility criteria for accessing training and support are not rigid. However, as a limited amount of funding is available each year, the Ministry will sometimes need to make judgments about the relative needs of boards for training and support, and the risks to the school's performance if training and support is not received.

The Ministry will in each case consider whether there are other forms of assistance which might better meet the school's needs. Ministry staff would discuss the other options with the board.
