Ministry of Education annual reporting forms
RTLB clusters are required to report annually to the Ministry of Education.

2008 Annual Cluster Reporting Form
The 2008 Annual Report forms are now available for download below. Please download one report for each cluster.
All information in Parts A, B and C should be completed by the end of Term 4 2008
- RTLB should collate the data collected over the year to complete Parts A and B
- Please print a copy of Part C for each RTLB to complete. This is also available as a separate download below.
Parts D and E must be completed by Friday 29 May 2009 and the report signed off by the Fundholder and the Cluster Convenor, who should verify RTLB training status with each employing principal.
The Ministry of Education appreciated the time taken to record the necessary data and complete this Annual Reporting form, and welcomes your feedback. Please forward the reporting form, with all parts completed, to the Student Support or Local Office Manager in your nearest office of the Ministry of Education by Friday 5 June 2009.

2007 Annual Cluster Reporting Form
Download the Resource Teachers: Learning and Behaviour (RTLB) 2007 Annual Cluster Reporting Form (Word 229 KB) (PDF 157 KB) incorporating case examples from individual RTLB.
Please complete all parts of the form, Parts A–E, and return it to The Manager, Student Support, at your nearest Ministry of Education office by 30 May 2008.
NB: This annual report applies to official Ministry of Education approved RTLB positions, not additional cluster-funded teachers who may work in a similar role.
Note that Parts A, B and C should be completed by the end of the 2007 school year.

Evaluation of the Resource Teacher: Learning and Behaviour Service
This report presents the findings of an evaluation of the Resource Teacher: Learning and Behaviour (RTLB) service.
This project evaluated:
- the extent to which the RTLB service had impacted on student achievement
- the extent to which the RTLB service had impacted on Māori student achievement
- how effectively the different aspects of the practice of RTLB had improved student achievement
- how effectively RTLB had added to and complemented the work of others to improve student achievement
- how effectively RTLB cluster resources had been used to improve student achievement
- how effectively the governance and management processes of RTLB clusters had supported and facilitated student achievement.
The evaluation is based on information from twenty percent of all RTLB clusters. Data collection included interviews with RTLB; observations of their work; interviews with school management and cluster committees; interviews with teachers, parents and students; and reviewing policy and programme documentation. This evaluation was carried out between November 2003 and June 2004. To access this report click on the link below.

Resource Teacher Learning and Behaviour: Examples of Good Practice
This report provides descriptions of good practice examples drawn from cluster evaluations.
