The Information and Communication Professional Development (ICT PD) cluster programme began in 1999 with 23 groups or clusters of schools. Each cluster worked together to explore and foster innovative use of ICT in the classroom to support teaching and learning. The initiative was developed as a part of the Ministry of Education's ICT strategy Interactive Education released in October 1998. The current e-Learning Action Plan for Schools outlines the key outcomes and actions for e-learning in the New Zealand school sector.
Since 2001, there has been an annual intake of new clusters of schools into the three-year programme. Over 60% of New Zealand schools have participated and shared their experiences in integrating e-learning activities into their professional practice.
