The Ministry of Education purchases Learning Experiences Outside The Classroom (LEOTC) services for the benefit of students enrolled in New Zealand’s state, integrated and registered private schools.
The ministry currently has agreements with many different organisations to provide LEOTC services, including museums, historic parks, zoos, art galleries, and science centres.
The programme has operated since 1994, within a contestable fund structure. A ministry-wide review of contestable funding (2006) concluded that this is a valuable programme that has shown excellent results and has a good reputation within the sector.

This 2006 report reviews the provision of LEOTC to New Zealand schools against the policies that commissioned the prgramme, and the current policy framework and strategic intent of the Ministry of Education. Consultation was also undertaken with user-schools in to assess satisfaction. This review was conducted by Michael Deaker.

The Effectiveness of Programmes for LEOTC: Case Studies
This is a summary of case studies of six New Zealand school classes and their experiences of a visit to an LEOTC site, and in particular the effect of the experiences on students’ achievement. The case studies were part of the research on the effectiveness of LEOTC programmes conducted by the University of Waikato’s Centre for Science and Technology Education Research and the Wilf Malcolm Institute of Educational Research.

It was part of the Ministry of Education’s presentation at the Museum Educators Association of New Zealand (MEANZ) conference in July 2005 at Te Manawa, Palmerston North. The kaupapa of the conference was ‘Moving into the Future’ and the two days were packed with presentations and discussions about exciting new education initiatives and ideas for the future of out-of-the-classroom education.
