Literacy and numeracy are foundation skills that should continue to develop throughout a learner's time at school. Literacy and numeracy are the tools for further learning.

Quality classroom teaching has the most influence on successful outcomes for students.
Hattie, J. (1999)
Influences on student learning. Inaugural Professorial Address, University of Auckland.

While there will always be some students who need specialist teaching at some stage of their literacy and numeracy journey, most students will be successful readers, writers, and mathematicians if they experience high quality teaching in their everyday classrooms.

Much of the focus of the work in literacy and numeracy is on increasing teacher content knowledge and their knowledge of how students learn in these areas along with the teaching practice most likely to create conditions for success.
