The Reading, Writing and Mathematics Proposals Pool (RWMP)
Numeracy stories and case studies
The Reading, Writing and Mathematics Proposals Pool (RWMP) is a contestable
fund administered by the Ministry of Education. Schools have been able to
apply for funding to set up programmes that will help students in years 1 to
8 who are making low progress in reading, writing and/or mathematics. (See

As announced in the 2003 Budget, 15 literacy development officers (LDOs)
will be appointed to work from regional offices around the country,
complementing the work of other professionals working in the literacy arena.
These new positions will be funded by new money in this year's Budget and a
reallocation of the Reading, Writing and Mathematics Proposals Pool funding.
This means schools will no longer be able to apply to the pool for funding
for literacy programmes, but LDOs will oversee the allocation of funding to
support appropriate professional support in schools.
Pool money will still be available to support the numeracy projects and the
completion of all currently funded literacy initiatives (until the end
