Problem:
Pyramids are attracting grave robbers due to their size, and they then rob the graves.

Possible solution/action:
More passageways and traps.
Possible solution/action:
False pyramids with many mazes and no pharaoh or jewels kept there.
Possible solution/action:
Underground tombs instead. Make something small, not a pyramid. The entrance could be covered in sand.

Possible Consequences/ Effects/Outcomes:
They will still be able to get through, as there is no guarantee.
Possible Consequences/ Effects/Outcomes:
Robbers learn how to identify these and still rob the real pyramids.
Possible Consequences/ Effects/Outcomes:
They are still able to figure out where they are buried.

I think the best solution is...
To have them underground with no pyramid above.

Because...
It will be harder to figure out where they exactly are and it will be easier to make more mazes. Plus workers will be out of the sun and not carrying big blocks. For years to come, the tomb will last longer being out of the sun and wind.

Problem:
Grave Robbers are robbing too much from the Pharaoh's tombs.

Possible solution/action:
You could bury the King in the ground and then start to build a pyramid on top.
Possible solution/action:
You could turn the pyramid into a pyra-maze so it will become a maze on the inside and then no one will find the tomb as they will all get lost.
Possible solution/action:
Build a whole town of pyramids and just bury the King in one of them. It will be like finding a needle in a haystack.

Possible Consequences/ Effects/Outcomes:
The main use for the pyramid won't be needed but it will be hard to find the treasure so the pyramid will become a decoy.
Possible Consequences/ Effects/Outcomes:
The pyra-maze will take too long to build and the builders could get lost themselves. But mainly the robbers will hopefully get lost inside and will just give up looking for the treasure.
Possible Consequences/ Effects/Outcomes:
Again it will take ages to build but the robbers will give up because the treasure will be too difficult to find.

I think the best solution is...
The first one where you bury the King under the pyramid.

Because...
the robbers won't know where the Pharaoh is and they will stop looking because they will think other robbers have been there first.
