Step One:
Clarify The Issue - should shops and businesses be allowed to open all day on ANZAC Day?

Step Two:
Identify a range of problems that could occur:

  1. if shops and businesses are allowed to open all day on ANZAC Day;
  2. if shops and businesses are not allowed to open all day on ANZAC Day.

Step Three:
Suggest possible solutions to each of the problems that you have identified.

Step Four:
Identify possible consequences of each solution.

Step Five:
Choose what you consider to be the best solution. Make your recommendation in a brief report to the Government and and give reasons for your choice.
